General Objective
Assess field capacity, communication barriers, and interagency collaboration to strengthen the County’s outreach efforts. By capturing insights from personnel across different levels of execution and management, this assessment helps identify challenges in the field, language barriers, and support gaps. The information collected will be used to guide future improvements in services, training, and department resources.
Specific Objectives
- Identify logistical, resource, and training gaps to analyze and strengthen overall performance in the field.
- Evaluate bilingual and inclusive communication capacity to improve services for diverse populations.
- Analyze staff confidence across key stages of outreach execution, from preparation to post‑event evaluation.
- Assess interagency coordination and participation in community outreach and engagement activities to promote a unified County presence.
- Ensure that the information collected guides future improvements, supports decision‑making, and strengthens resources, training, and support for all personnel involved in outreach functions.
Who Should Complete This Assessment?
This questionnaire is designed for Communications Managers, outreach supervisors and coordinators, and front-line personnel who manage, support, or perform community engagement and outreach activities (including booth/table events, presentations, workshops, and talks) across Frederick County agencies.

This questionnaire is confidential, and your participation is essential to improving countywide outreach and engagement practices. No individual responses will be attributed to any employee; results are only shared in aggregate to support agency-wide improvements.
